عندما طلب ملك الصقالبة من الخليفة العباسي المال والمدد لإعمار المسجد لم يكن ذلك المال لأن ملك الصقالبة في حاجة ماسة لذلك المال، لكنه كان أسلم حديثًا وكانت نيته في أخذ المال هو التبرك به
وعندما بعث الخليفة العباسي المقتدر بالله بسفارة أحمد بن فضلان لم يكن يستطيع أن يتحكم في الأراضي الخاضعة رسميا لسلطة الخلافة في بغداد، حتى أنه لم يمنح تمويلًا لسفارة ابن فضلان لأن العباسيين كانوا في مرحلة ضعف في حينه وطلب منه أن يأخذ ميزانية الرحلة في طريق سفره إلى تلك البلاد من أموال متأخرة من الإمارات الخاضعة لسلطة الخلافة.
حتى كادت أن تفشل تلك السفارة لرفض تلك الإمارات تأدية المال الذي عليها للخليفة
